Ebay etiquette

I just received a hardback book I bought from someone in the US. The item only cost me 1 cent, but they charged $US13 postage for it. When I got it, the book looks like the new, unused that they described it as, but the corners are dented and the cover a bit damaged, I'm assuming in transit. Because they posted it in a global priority cardboard envelope, with no padding, which only costs $US9!
Is it ok to be pissed about being ripped off $US4 for postage and handling, when they've done nothing to ensure the item arrived in as good a condition as it left? Can I leave negative feedback because of this (and risk getting negative feedback in turn)?

The book, aside from minor damage, was well worth the money. I wouldn't object to the inflated postage if they'd gone to even the slightest effort!
