Sam's already had the hurt look of reproach from POTAS for giving the answers to his trivia questions. (No I don't remember the ep. I should, and I used to, but my brain is on strike right now.)
He might out-last Bartlet, but he'd feel like he whipped a puppy afterwards. Not to mention whatever diabolical torture Bartlet thought up for him later.
